MISO Facility Study (FS) Report Completed for the FDS Co-Generation Facility
On May 31, 2011, the final Facility Study (FS) report was issued by the Midwest Independent Transmission System Operator, Inc. (MISO) for the FDS Co-Generation Facility proposed in Toledo, Ohio. Issuance of the FS Report was the last step in the electrical grid interconnection study process for the FDS Project. The final FS Report confirms that interconnection of this 135 MegaWatt (MW) advanced energy power plant will only require a total estimated cost of approximately $2.5 million. This is less than 0.5% of the FDS Project’s total capital investment.
Based on issuance of the final FS Report prior to June 1 2011, FDS negotiations with PJM on the Generator Interconnection Agreement (GIA) for the Co-Generation Facility may begin as early as July 1, 2011. PJM is the regional transmission organization (RTO) that coordinates the movement of wholesale electricity in all or parts of 13 eastern states and the District of Columbia. American Transmission Systems, Inc. (ATSI) that owns Toledo Edison, the local electrical transmission company for area surrounding the FDS Project, transitioned from MISO to PJM for generator interconnection on June 1, 2011. FDS finalized a letter of understanding with ATSI regarding this transition and the FDS Co-Generation Facility’s interconnection within the ATSI transmission system on May 10, 2011.
